This action was brought to set aside the determination of the United States Civil Service Commission (Commission) that certain political activities of the plaintiff, Glen D. Palmer, while he was Director of the Department of Conservation of the State of Illinois, violated sec. 12 of the Hatch Political Activities Act (Hatch Act). The District Court directed the Commission to set aside its determination and dismiss the letter of charges which had initiated the administrative proceeding.
